INTRODUCTION

  • Tous les incinérateurs à être fournis et installés doivent répondre au gouvernement du Kenya la gestion des déchets Règlement 2006 en particulier la réglementation de l’ annexe 3 ème (26, 47) classification relative, les normes, les critères et la procédure d’installation / incinérateurs fonctionnant comme auteur par la Direction nationale de l’ environnement et de la coordination réglementation (gestion des déchets) 2006, un avis juridique n ° 121 du 29 Septembre 2006
  • La capacité de l’incinérateur requis doit être conforme aux spécifications avec une capacité de combustion de 100 kg / h
  • L’incinérateur doit fonctionner sur une alimentation électrique triphasée (secteur)
  • Pour l’évaluation technique, non seulement la station d’épuration mais l’ensemble du système seront pris en compte. Il incombera au soumissionnaire de fournir un système complet, y compris tous les systèmes secondaires et équipements supplémentaires éventuellement nécessaires.
  • Le système proposé doit être conçu pour fonctionner normalement dans les conditions du pays de l’acheteur. Les conditions incluent l’alimentation électrique, le climat, la température, l’humidité, etc.
  • Le soumissionnaire doit fournir une garantie d’un an.

  • Service après-vente: le soumissionnaire est tenu de s’assurer qu’un centre de maintenance, de service et de réparation, qui est autorisé par le fabricant, et qui est en mesure de fournir rapidement des pièces de rechange authentiques et des consommables recommandés par le fabricant, est disponible pendant toute la durée de la garantie d’un an. période. Le soumissionnaire doit veiller à ce que toutes les parties de l’installation transportées par mer ne soient pas expédiées comme «cargaison en pontée».

Première étape: examen préliminaire

– Évaluation préliminaire sous condition particulière de l’offre. Ce sont des exigences obligatoires.

Cela comprendra la confirmation qu’un soumissionnaire s’est conformé à la condition spéciale de l’offre ci-dessus.

Le non-respect de l’une des exigences ci-dessus énoncées dans les conditions particulières du contrat entraînera la disqualification automatique.

Troisième étape: visite du site

Le comité d’évaluation visitera les locaux des soumissionnaires qui répondent à l’étape d’évaluation technique pour vérifier l’authenticité du document statutaire soumis; vérifier l’exactitude des informations données dans le dossier d’appel d’offres, évaluer la capacité de l’entreprise, son emplacement, entre autres.

Le soumissionnaire sera automatiquement disqualifié s’il s’avère que des informations fausses ou frauduleuses ont été fournies.

Évaluation commerciale de l’étape 4

Les offres qui réussissent les trois (3) étapes ci-dessus seront comparées sur la base des prix / coûts indiqués et le prix le plus bas sera considéré comme l’offre évaluée la plus basse et par la suite recommandé pour l’attribution. Les prix du marché en vigueur seront utilisés pour déterminer la réactivité des prix des soumissionnaires.
